Mr. Hean Sras, Permanent Secretary of International Relations Institute of Cambodia

Mr. Hean Sras was born in 1976, in Prey Veng, a rural province of Cambodia. When he was born it was very horrible time of Khmer Rouge genocidal regime. After the collapse of Khmer Rouge regime in 1979, he was moved to live in  Thbong Khmum district, Kampong Cham Province he attended primary school in 1982, then secondary school and high school. He graduated high school in 1993 and continued his study until 1998 at Royal University of Phnom Penh where he obtained Bachelor of Arts in Psychology and from 1995 to 1999 he studied at the faculty of Law and Economics where he obtained Bachelor of Arts in Economics.

From 2000 to 2001, he attended the Faculty of Pedagogy, now it was changed to the National Institute of Education the government’s institution of professional training for High School teacher. He was majored in Psycho-Pedagogy. He graduated his Master Degree in Education Science in 2004 from the Royal Academy of Cambodia.

After he graduated his Master of in Education Science in 2004, he worked at the Institute of Humanities and Social Sciences of the Royal Academy of Cambodia as an Administrative Officer. In 2006 he transferred to work for International Relations Institute of Cambodia “IRIC” a Cambodian academic institution devoted to research, fact-finding, evaluation and recommendations as an Administrative Officer. In 2008 he worked as research fellow, and then in 2009 he was promoted as Director of Department of Cultural Educational and Tourism Relations until 2016. In August 2016, he has been appointed as Permanent Secretary of IRIC.

In November 2017, he has been assigned as Member of Committee of Political Science Terminology of National Council of Khmer Language.

Beside studying and working in Cambodia, Mr. Hean Sras has travelled to China and Lao for academic purposes.
